What's going on is that *normally* you have to earn that ability as described, but we have a "young site" mode (or "new site", though this one isn't so new any more) where we automatically grant that ability to help the community grow more easily (bootstrapping). Most of our communities on `codidact.com` have this setting; a couple have grown to the point where it's not needed and we've turned it off.

- Update: I just checked the code, and there is already a line in there about "new site" mode. Something seems to have gone wrong in deploying that change. Investigating...
