Why isn't Iyar 16 a fast day?

There are fast days through the year which commemorate the process leading to the destruction of the temple. The way I learned them, there was a date marking the beginning of the siege, one for the breaching of the walls and one for the ultimate burning of the Beit Hamikdash.

I just read on chabad.org that today, the 16th of Iyar marks another day in the process

Romans Razed Jerusalem Wall (70):

In the year 70 CE (3830 from Creation), Titus and the Roman army laid siege upon Jerusalem, greatly weakening its defenders. On the 16th of Iyar, the Romans razed the middle wall of Jerusalem. The city was later burned, its inhabitants massacred, and the Temple destroyed on the 9th of Av.

Why would this not have been marked by a fast?

Because it only happened by the second Bais Hamikdash not the first, or both. The fats days are all for the first or both, none are just for something that happened by the second when there were no longer Neviim who could institute it

chatzkel‭ you bring up what sounds like a rule/policy, that nothing was instituted after the time of the Nevi'im. Is that true? Wouldn't there be a derobonon possibility?
