Selling Kosher fast food to Jews on a fast day

I'm a Mets fan -- that's not a question, just a foundational point. It also contextualizes my many years of suffering.

At Citi Field there is a stand that sells kosher hot dogs and "nachos" (no cheese). There is another that sells kosher sausage and peppers sandwiches. They also sell cans of beer but not much else. Also, on Tuesdays, ALL hot dogs and all beers are $5 each.

Hypothetical question:

Should these kosher stands be open on 17 Tammuz?

Non-Jews have other options (at better prices on non-Tuesdays) so if the 17th is on a Thursday, a person choosing to go to the kosher stand must specifically want the kosher option, and the specific foods at the stand (not Cracker Jacks or cotton candy). 

If the stand is open, it is a serious michshol at least, and it would be facilitating the breaking of the fast. 

But if it is closed, the Jew involved will eat anyway, and eat treif (since he wants a hot dog).

I have seen discussions of meat and the 9 days, but I'm talking about on the 17th when meat isn't the specific issue -- food is, but hot dogs are the draw.

And would the application of the halacha change on a Tuesday when there is more likelihood that someone at the kosher stand is there for convenience (as all dogs cost the same) and not kashrus?

And I know that this isn't hypothetical but I have never been to the stadium on the 17th so I don't know what the current practice is. So I'm focusing on the halachic underpinnings.
