Why do/don't we have haftarot during the week?
The way I was taught it, the Haftarah was read in order to get around the edict forbidding the reading of the Torah -- answer #1 here https://www.chabad.org/library/article_cdo/aid/593314/jewish/When-and-Why-We-Started-Reading-the-Haftarah.htm
It seems that this would not apply to weekday leining because it would be "made up for" through the reading of the Haftarah on that Shabbat. But what about other instances of Torah reading? The leining for Purim, for example, could be considered "replaced" by the reading of the megilla.
There IS a haftarah on mincha of a fast day during the week, but not for Rosh Chodesh during the week. Does this mean that the edict did or did not cover weekday readings (or shacharis only)? Does it invalidate that reasoning as it cannot explain all the Haftarah readings?
