Why doesn't the Rosh Chodesh Leining START with the R"C sacrifices?

On Rosh Chodesh, we read 4 aliyot carved from Parshat Pinchas (B'midbar 28:1-25). I know that there are rules about where you can break aliyot and such but why does the R"C leining start with the daily tamid and only have the R"C content in the 4th aliyah? Could the leining have STARTED with pasuk 11 and then, to make up the neccesary number of psukim, continued from 16-25?

Is there something intrinsic to Rosh Chodesh that makes reading the daily Tamid and the Shabbat korbanot essential?
