Why Does One Bracha Start without a request

In Shmoneh Esrei, we have a series of bakashot, requests. Most start with the imperative (s'lach, sh'ma, bareich etc). Why does Ata Chonen NOT begin with the imperative and instead starts with a background, stating hashem's role in conferring intelligence before "chaneinu" as the imperative request. Why would other brachot NOT have that same "attribution of authority"?
