S'dom and Amora were hotbeds of improper behavior. What was the triggering factor that drove Hashem to decide to destroy them when he did? Did something change or get worse?

The Bible mentions the "outcry" specifically. I have read some opinions about what that means but am not qualified to assess their worth.
