Why did we say A"H on the Shabbat before R"H?
On the sabbath before the new month, we announce the upcoming new moon and on those days, we also do NOT say Av Harachamim (except during sefirah when the history of persecution is particularly relevant so we say it to mark the time of year). Is Av Harachamim contra-indicated by the nature of a Shabbat on which we bentch the new month, or by the specific content of the prayer with which we declare the new month? On the Shabbat before Rosh Hashana, we did NOT say the prayer for the new month and we DID say Av Harachamim in shul. But the day was one on which the new month SHOULD have been declared and we resisted doing so in order to "confuse the Soton" (as per the Levush mentioned [here](https://www.yeshiva.co/ask/55050)). But that reasoning does not change the nature of the Shabbat as one on which we WOULD normally bless the new month, so why would we still say A"H if we SHOULD be declaring the new month?
