  • The _Rama_ (to _OC_ 425:1) cites both customs: the usual _rosh chodesh_ reading, and the usual weekly ("punishment") reading. He says "in a place with no established practice" read the _rosh chodesh_ reading. _G'ra_ there proves that the usual weekly reading is sounder, and _Mishna B'rura_ seems to follow him. [It seems](//chabad.org/2278243) the penultimate Lubavitcher rebbe read the usual weekly reading, after some confusion. _Aruch Hashulchan_ (:5) writes much like the _Rama_, noting also that his own local custom is to read the _rosh chodesh_ reading. I don't know communities' current customs.
  • This is specifically about _rosh chodesh Av_. Other special weeks have other rules.
